The Council meets every two months. Details of the date, time, and venue for the next meeting, along with the formal Agenda, are published on this website in advance.

Public Attendance and Participation

Members of the public are welcome to attend Council meetings. In accordance with the Local Government and Elections (Wales) Act 2021, residents may attend in person at the venue or remotely. Please contact the Clerk in advance so that he can facilitate attendance.

The person presiding over the meeting will provide members of the public in attendance with a reasonable opportunity to make representations about any business to be discussed at the meeting. Please note that this does not allow for participation in the formal debate between councillors. The Council may also resolve to exclude the press and public for specific items of a confidential or sensitive nature.

  6. Public Toilet Electricity Supply Contract – to consider and approve:
    • Switching the electricity supply for the public toilet facility from E.ON to Octopus Energy to secure lower tariffs.
    • Authorising the setup and ongoing payment via Direct Debit.
    • Authorising an advance deposit payment (£136.23 + VAT) to Octopus Energy, required to secure the lowest available rates.
  7. Play Equipment in Bro Machno Parks – to consider and approve formal communication with Conwy County Borough Council regarding the current condition and potential upgrade/provision of play equipment in both parks in Bro Machno.
  8. Maintenance and Conservation of Road Bridges in Bro Machno – to consider and approve:
    • Reviewing concerns regarding general vegetation growth along publicly maintained roads and structural neglect across local road bridges (including listed structures and Scheduled Monuments).
    • Writing formally to Conwy County Borough Council Highways Department to request an urgent inspection and maintenance schedule.
    • Notifying CADW where listed or scheduled bridge structures are at risk of deterioration due to lack of proper maintenance.
  9. Penmachno Park Fencing – to report the missing section of fence in Penmachno park and agree to formally escalate the safety hazard and repair request to the County Council.
  10. Planning Application: NP4/29/499B Ysgol Penmachno (Construction of an outdoor learning space) – to discuss the proposed outdoor learning space development and agree on the council’s formal response to Eryri National Park Authority.
  11. Delegated Authority for Planning Applications: To consider delegating authority to the Clerk to respond to planning consultations where the deadline falls prior to the next scheduled council meeting.
  12. School Transport – to discuss and determine necessary action following potential ongoing capacity issues with transport to Ysgol Dyffryn Conwy.
  13. Glan-yr-afon, Wybrnant – to receive an update regarding the status of the National Trust tenancy at Glan-yr-afon, and to confirm whether a resident custodian has been appointed to care for Tŷ Mawr Wybrnant.
  14. Two Trees in the River at Bron-y-graig, Glasgwm – to receive an update on fallen trees below Bron-y-graig and determine the next steps with the local authority and landowner.
  15. Water Runoff from NRW Land near Carrog – to raise concerns regarding water drainage originating from NRW-managed land flowing towards Carrog and agree on actions with NRW.
  16. Footbridge, Cwm Penmachno – to discuss safety concerns regarding the stream undermining the footbridge structure at Cwm, and to agree on reporting the matter to Conwy County Borough Council for urgent inspection and repair.
  17. Wetland Footpath Safety Review (Migneint and Cwm Teigl) – to review reports of unsafe pedestrian conditions on public paths crossing newly created wetland habitat, and authorise the Clerk to contact the landowners / National Park / CCBC.
  18. Additional Parking in Cwm Penmachno: to discuss potential options for additional parking in Cwm Penmachno (utilising the land owned by the county council adjacent / north-west of the park)
  19. Blocked drain in Glan Cwm / Blaen Cwm, Cwm Penmachno: to discuss concerns about a blocked drain, and decide on actions including contacting the relevant authority to clarify responsibility and to clear the drain
